Account assistance, please!

Could a moderator please reach out to me? I have registered verified my email address, and I can’t upload. I have once, but the functionality isn’t persistent. More like absent. I wanted to delete and re-add my account, but I can’t get to my profile page, and I can’t upload. I don’t think I'm seeing all the icons I should. I’ll do anything reasonable to get this fixed.
