Consider switching from reCAPTCHA to hCaptcha

Due to Google's recent changes to reCAPTCHA (https://reclaimthenet.org/google-broke-recaptcha-for-de-googled-android-users) certain devices that Google doesn't approve of may not be able to sign in. In addition to breaking recaptcha for some users, this move also greatly enhances Googles ability to track the sites that individuals are accessing by tying them to a Google account. We should consider a less invasive captcha option like hCaptcha to help protect uses that may not want to be tracked.
