Reduce clicks to pop out a cam

Given I am watching a person’s cam, when I hover over the cam window, the button to “pop out” that cam should appear.

Currently, only the expand “[ ]” button appears, which necessitates an additional click to pop out the window.

    Addendum: The picture-in-picture appears to show when there are four or fewer cams open (including my own).
